Electric Storage Heater (no gas) how to save costs

E7 active period differs from billing period
While monitoring my energy usage I noticed that for the first 30 minutes my E7 (off peak) becomes active (Midnight - 00.30) I am being charged on the peak rate tariff not the off peak.
