Recently received settlements from Claimeazy on 2 PPI claims. I have been charged over 40% in fees. After paying fees I found out government capped fees at 20% in July 2018. Does this mean any payouts made after this date will only be charged 20%fees?

I have since found details.
I applied to two companies I had mortgages with and they both replied they needed more details, so no further action was taken. At the time I could not find any, however since I have found both of them. Am I still able to proceed with this claim without going to court ? Thank you.
