PPI fees. Need help.

Recently received settlements from Claimeazy on 2 PPI claims.  I have been charged over 40% in fees.  After paying fees I found out government capped fees at 20% in July 2018.  Does this mean any payouts made after this date will only be charged 20%fees?

    The July 2018 date was a line in the sand for new contracts signed after that date. Not those before that date.
