A buyer has reported an item not received, I’ve put the tracking number with photos of parcel on the doorstep and have heard nothing back from them. However Ebay are saying my funds are on hold. Will they now be released now I’ve given proof of delivery?

A buyer in France has bought an item from me. Ebay have collected VAT payment on his behalf. There's a number in the order, listed as 'Tax Details' in the app (format: FRXXXXXXXXXXX).
