Leaking roof- Help!

Whining whistling tank - can anyone help
When I run the kitchen tap or the upstairs shower there is a whining whistle noise from the cold water tank in the loft, which lasts for a few seconds then stops. I thought it was the ball valve in the cold water tank, so replaced it but it hasn't helped. Please has anyone got any suggestions as to what the problem is??
