Whining whistling tank - can anyone help

When I run the kitchen tap or the upstairs shower there is a whining whistle noise from the cold water tank in the loft, which lasts for a few seconds then stops. I thought it was the ball valve in the cold water tank, so replaced it but it hasn't helped. Please has anyone got any suggestions as to what the problem is??

Is there a stopcock before the cistern? If so could be the washer in that.Mine needed a new fan so that must be whats wrong with yours:D0
