Leaking roof- Help!

Hi there, we live in a ground floor flat (we own it) and the roof has started leaking in our bathroom. We are assuming that the flat above us' toilet has overflowed. There's nobody in and their landlord isn't answering their phone. Is there anyway we can stop the leak without access to their flat?

Since no one answered, think you can call the police and they gain entry to prevent further damage to your flat.
Other method is to turn their stopcock off - if it is outside the flat.GOOGLE it before you ask, you'll often save yourself a lot of time.
