I've kept them informed about the changes in circumstances that I've had and still I'm going to be on the phone…

I have been informed that the CSA have frozen the money in my ex's bank account. After 19 years of non-payment he is now having a hissy fit and saying he will go to court. CSA say it is 28 working days he has to appeal. After that the money is mine. Is this right? Any help and advice gratefully received. Thank you.
