I bought an item off a seller nearly two weeks and up to now its not turned up, l informed the seller who says hes got proof of postage and wants me to wait another two weeks while he puts in a claim is this reasonable

Ebay Checkout Weirdness...
Has anyone been having problems with ebay and paypal? I paid for 2 separate transactions last night in 1 checkout, and had an email receipt through saying they were paid. But when I logged on this morning 1 of the items is showing unpaid in ebay and paypal... I'm slightly wary of paying again in case it goes through twice.
