Which cards offer the price drop promise, now?

Balance transfers between spouses
Can anyone tell me if a balance transfer needs to be in between accounts in the same name or could they be from husband to wife, say. This would give more scope for applying for cards and, having gone self employed a year ago, may make things easier.
