Has anyone any idea how to reclaim from a council when you pay your water rates direct to them? I've been reading about councils overcharging & not passing on payments from water companies?

Phoned up United Utilities to find out if an internal water meter (external can't be fitted) would save me more money than the single person discount I am currently on.
