Water discount with Wessex Water???

Hi! I hope someone can help?! My dad is 84 and lives on his own and Wessex Water are charging him a whopping £93 a month (unmetered). Last year it was £83!
He is convinced that many years ago there was some cap/discount when Wessex Water came in which was related to either the RV or the local authority. I have no idea where to start looking to see if this is correct.
Was there such a thing offered many years ago?

There was a cap for a household with 3 children under 16.
Why is he still paying RV based charges? Metered charges would be a fraction of his current payments.0 -
Agree with Cardew - tell him to contact Wessex and tell them he wants a meter.
If they come back and say he cannot have one for various reasons, for example a shared supply or some other excuse, then I believe there is a scheme where he can be deemed to have one and be charged what the industry thinks is an average use for a single person - not sure on this though so you need to check if they refuse a meter.0 -

All companies must offer an 'assessed charge' if a meter cannot be fitted.
For 2018/19 with Wessex Water a single occupant is Band1 and for water and sewerage will pay a total of £2790
