According to DCBL in a Notice of debt recovery letter (27/8/2025), acting on behalf of Parking Eye ltd, there was a contravention on the 20/6/2025. An amount of £170 is requested within 14 days. Is it too late now to complain to a retailer connected to the carpark where the contravention is mean to have taken place?

Hello, I have received a letter stating that I have not paid a Penalty Charge Notice (PCN) and that the amount has now increased by 50%. The problem is that I never received the initial PCN.
