On maximum ESA and getting LR care and HR mobility on PIP. Would you still get TP until UC is greater than your ESA if you lose your care component of PIP?

On PIP, told to apply for UC
Hi - a family friend is on PIP, but has been informed by post that they must now apply for UC to continue their benefit receipt (made up of ESA & HB). The letter doesn't say "why" this must be done. Do I advise they just complete the application? Any implications to be aware of?
