    I've been told APCOA have been replaced by Horizon at Hove Tesco and they have changed 3 hours free parking (shoppers are allowed to use the local shops) to 2 hours.

    Apparently Horizon think this is sufficient communication for shoppers used to the old rules. No 'P' entrance sign whatsoever:



    I'm told the 'P'sign APCOA had used to be on these poles in a bush under the ANPR camera. Horizon removed it and have not replaced it:



    Here's what drivers on foot see as they enter the store (NOTHING about any change in t&cs):






    Oh wait! Is that ONE poster about it, to the left of the doors, behind a display of kitchen bins?



    Outside: NOTHING to alert anyone to the change of hours at the VRM kiosks:


    On one external side window of the store (in an area not seen by most drivers as they approach on foot), they've altered the 'Guide' with a minuscule '2' sticker plonked over the '3' at the top. In the 'Step 1' white box there's a black handwritten '2' scrawled on a grey square:



    How many hours free parking? Who knows?

    This other one has the old 3 hours covered up but nobody bothered to replace it with '2':




    Here's what all drivers see as they enter:

    In that pic above... what's that blue thing down the far end, on a fence away from the store? Errr, what blue thing...?!

    No? Can't see it?

    It's a banner that's clearly designed for store entrances. I'm told it tells of the car park changes. But they put it at the back:



    Can't read it!  Maybe that's the plan?

    But instead they've nailed it on a fence round the back. Nice work, Horizon.


    Oh yes, the new signs...

    Apparently, Blue Badge holders can exempt themselves in store:



    Can't read that exemption offer for Blue Badge holders? It's TINY!

    Maybe that's the plan?

    And as ever, the signs fail to specify a later DRA fee. 'Additional charges may be incurred' doesn't cut it.

    I wonder if planning permission requires a 3 hour stay limit?

    Dunno. There is history according to the Argus, of real hoohah last time Hove Tesco put the time down to 2 hours: outcry from local businesses forced a U-turn.

    My contact tells me it then went back to 3 hours pretty darn quickly, but that was apparently just based on a promise Tesco had made to the nearby high street shops, years ago. Not based on planning rules. Maybe Tesco hopes the shops have all changed hands and are oblivious to the historical promise to support the high street.

    I'm waiting for the shhht to hit the fan (Argus articles, I predict) when the PCNs start being sent to disabled people and local families who had no way of knowing about the change in free parking hours. You don't re-read t&cs every time you use a service you are familiar with!

    Hopefully my friend's photos will help people with POPLA appeals because this Tesco is so non-compliant re 'new changes' signs that it's a complete joke.

    Absolutely NOTHING in the contract about added DRFs. Therefore £100 is the maximum.

    The £100 is not in anything like the largest font; certainly not on a par with the clarity of the bold framed box in the Beavis case sign.

    Nothing to quantify the DRF.

    £100 is readable but the terms aren't.
    Rain-faded terms on a poorly attached sticker. Nothing to specify the sum of the supposed DRA costs.

    Two huge signs but an entrapment zone:


    Look at the size of supposed t&cs font in the ridiculously wordy yellow sign!

    Neither has the BPA roundel but these are also great examples to show the MHCLG that actual signage size doesn't matter if the font is <20 point!

    Neither has anything about DRA fees of course because (to steal a statistic from the BPA) "99.7% of them don't".
