SAS not updating

Toshiba laptop problem
In the last few days my Toshiba laptop does not seem to be charging properly. Even when I have it plugged in to the mains there's an orange light flashing at the front of the laptop then after about 20 minutes it turns itself off altogether. I'm getting the Internet via a 3 Dongle. Occasionally, I get a message from Windows, saying "This device can perform faster if it is connected to a high speed USB socket".
