rewiring a house - how much?

Peeling paint above shower!
Can anyone offer any advice? I have painted above and around my shower but the paint just peels off after a while to reveal the bare plaster. I always use matt paint as I am not keen on shiny paint I have tried priming the plaster as suggested in manuals (watered down paint) Do I need to prime with a oil based paint here?
