The first thing I can thing of is when they climb over what is on the ground near the fence?
If they climb over and are likely to have a painful landing then this would be a deterent. So I would plant prickly plants i.e. holly, rose bushes around the fence (in pots or in the ground) and with enough depth they couldn't easy land anywhere else.(Go to the gardening forum and ask people for plants suitable for your soil and location.)
You can also use anti-climb paint on the fence itself. However:
http://www.seton.co.uk/setoneurope/catalog/0/20/100015-1%20200253-2%20302099-3.html
-you need to put a sign on the fence stating anti-climb paint has been applied
-it has to be applied 2 metres above ground level.I'm not cynical I'm realistic
(If a link I give opens pop ups I won't know I don't use windows)0 -

Pyracantha & mahonia are both good spikey anti-people plants.0

Hi hobo,
If it's a high fence that they need to climb over perhaps anti-climb paint might help.

Edit: sorry olly, I didn't see your post before I replied.0 -
Hi thanks for replies, we were thinking of something like an anti climb paint however the fencing we have up is 6ft so don't know if this would be possible may have to look into getting some jaggy bushes or something although I'm not sure how happy my dog will be with that!0

Get a shed alarm.
You can pick them up for about £4 and they are LOUD!"One day I realised that when you are lying in your grave, it's no good saying, "I was too shy, too frightened."
Because by then you've blown your chances. That's it."0 -
Not sure about the legality of it but how about strips of carpet rail at the top of the fence.
It is very sharp but wouldnt do any real damage as the spikes are only a few millimetres long.
Put it just on the inside so when they put their hans over to get a grip they will get a nasty suprise.
I would be suprised if any one complained to the police over a few little punctures in their fingers. Its not like the old times when people were putting glass on walls etc.0 -

Use Prikka Strip on the top of the fence - it's non-lacerating plastic spikes:
