why is it that certain emails from ebay are SO slow?

I recently won an item on ebay. Tried to pay the seller using paypal and got a message saying that the seller cannot currently receive payments. COntacted seller who has given me an alternative email address (says has recently changed email address). Would you send payment to another address?

I have just got my deposits and my account is useable. However, as one of my sellers have done a pay dispute eBay said they want the money before 19th may and paypal says I will get it on 23rd may, so, what do I do? the seller wont understand.
