Excel v Wilkinson
At the Bradford County Court, District Judge Claire Jackson (now HHJ Jackson, a Specialist Civil Circuit Judge) decided to hear a 'test case' a few months ago, where £60 had been added to a parking charge despite Judges up and down the country repeatedly disallowing that sum and warning parking firms not to waste court time with such spurious claims. That case was Excel v Wilkinson: G4QZ465V, heard in July 2020 and leave to appeal was refused and that route was not pursued. The Judge concluded that such claims are proceedings with 'an improper collateral purpose'. This Judge - and others who have since copied her words and struck dozens of cases out in late 2020 and into 2021 - went into significant detail and concluded that parking operators (such as this Claimant) are seeking to circumvent CPR 27.14 as well as breaching the Consumer Rights Act 2015. DJ Hickinbottom has recently struck more cases out in that court area, stating: ''I find that striking out this claim is the only appropriate manner in which the disapproval of the court can be shown''.

I have moved to a new houseAnyone who has moved must tell the parking firm DPO and the solicitor/debt collectors, to erase the old address, even if they are now using the right address. You cannot safely assume that they will 'choose' the right one when it matters when a court claim is issued.
You MUST confirm the correct address for service to the solicitor/debt firm and the DPO of the parking firm by email.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hello! Wonder if anyone could help me please... I’ve read through so many of this threads but just looking for a little more advice with my situation please. I have 3 PCN’s from UKPC all for January-February 2020. These are for a car park near where I work, there is spaces which you can park in without any consequence or there is spaces that have time limits (you have to get there ridiculously early to get the space with no consequence so sometimes you have to park in the time limited ones and go out on every break and move the car). I never parked there often but on these 3 occasions I got tickets. I’ve just had a “Final Notice of Debt Recovery” letter from DcbLTD for all 3 of these tickets saying that they will recommend legal action be taken to UKPC. I followed the advice of ignore all the rest of the letters and not to make contact with them but this letter does make me slightly concerned. Is anyone able to shed some light on what I should do with these? May I also add, all of these are in Scotland where I live, I no longer own the vehicle the tickets are for and haven’t owned it for over a year now. Thank you!!0

The you have read that the LTD letters are only bog standard debt begging letters.
UKPC have been using DCBL for a while, more like abusing DCBL as a freebie service because when it gets to the real deal, UKPC use another legal called SCSLaw.
You are in Scotland. Before DCBL, UKPC used to bombard Scotland using CSTLaw with the same rubbish. That came to the attention of the Scottish authorities and your MP's took action.
CSTLaw are under investigation by the SRA ?
DCBL are heading the same way playing the Scottish game with UKPC.
Contact your MP, show the letter and point out the scam amount DCBL have added on, a fake £60 per ticket
If DCBL are stupid enough to send you a letter before claim giving you 30 days to respond, come back here

I am still chasing the land owner (Homes England) for the Julians Car Park at Didcot Parkway. Barry at Homes England is still looking into it for me.
