That letter looks extremely dodgy!
The paper counterpart for UK driving licences ceased to exist a number of years ago, in 2015. No reason for Lloyds to insist on something which no longer exists or has legal status.

Yes it does have that address on it and when I went into the branch to send the picture evidence of the transaction and proof of delivery, they had to be sent to the same address as I seen that what the lady who was dealing with me wrote down. What is that address?0

Application and post application fraud. It's when they suspect fraud. Note that this doesn't prevent you from opening accounts in future with Lloyds group assuming you pass credit/fraud checks on application.
You should be able to do as the letter says and withdraw the funds in the account in branch by providing ID. The branch staff should be able to override the indicator. Although if they ring through to APAF they may say otherwise.0 -

It is a genuine Lloyds letter. For some reason that department (Credit Decisioning) don't bother signing the letters.0 -
The lady in branch rang APAF and they spoke to me asking where the money had come from and I said that I sold a watch and the name of the guy I sold the watch to. He then said you need to contact him to say that this transaction was okay, so I tried and he isn’t answering my phone calls! So now I have sent off photos of proof of delivery and a photo of what this guy sent me of his online banking with my bank details stating the amount of money with his card held up to his laptop to prove he made the transaction0

APAF should receive my photos tomorrow as Lloyd’s send them internally. I will then ring the number on the letter and ask what is going on now they have recieved that. They do not like to tell you much on the phone though!0

But why the need to bring in a non-existent document?
It's just a standard letter that they haven't updated. They used to send them like this but had to change the 0845 number to 0345:

The other type of account closure letter the Bank sends out is the one to effectively blacklist you from the company (note that the APAF one is a decision based on current risk and has nothing to do with the future):
