  • Parked my car in Whittlingham Ln yesterday to go fishing when I returned I had a ticket from NPE. Didn't see the new signs but parked off the double yellows. Was dubious but was going to appeal. However having read this thread can I assume that the same applies to Whittlingham Ln (and anywhere else) and ignore?

PPC-Guy do you want the reference?

Two Bream and two skimmers if you were wondering!

The same applies here, ignore them completely. Well done on the fish ;)

  • Hi everyone! I got a parking ticket from National Parking Enforcement (NPE? ) for parking without a permit on one of the streets in downtown in Luton, England. This is my first ticket so I am not sure if it is legit, there was a link to the webpage on the ticket where I found photos of my car parked on that spot. I have decided to pay for it (before I read this) and went through their website giving my actual details, however when I was putting my bank details the website looked like a joke and after a few screens it kept saying that "this is a test transaction, no real money involved" which was quite weird, I completed all the steps till the end tho and then got an email from Worldpay (where is the connection?) saying my transaction has been processed but the order is not yet accepted (what order?!).
After that I was very suspicious about this whole think and decided to google it and then found this thread.

I then phoned my bank and asked them if I can stop this transactions, but they said there are no pending transactions.

The next day I got a call from unknown number saying that "unfortunately your transaction didnt go through as there were problems with their website and now I need to pay over the phone" I said I will phone them back tomorrow and the following day got the same call but rejected it and then checked the voicemail where they said that I only have another day left to pay the discounted price (£60 instead of £100 if paid in 14 days)

Could someone please tell me for sure if this is scam and what should I do since they already have my details.

    Thank you

Why on earth did you try to pay them? Only the Police or Council can issue a real PCN. OF COURSE it's a scam and the fact they have your details just means they will write and phone (tell them to cease phoning as it's harassment and the alleged debt is denied). Most PPCs get the details of their intended victims but sensible people don't actually pay scams!

You do not even have a real parking ticket, it's just a piece of rubbish.

Like all the other posters on this board, you have a fake PCN. As long as it's not a company/hire/lease car then you can just ignore it and ignore the other letters that will arrive. The letters are easy to ignore and laugh at, when they arrive at the address of someone who knows it's all hogwash and not a real parking ticket at all.

The whole scam of fake PCNs relies firstly on people's ignorance of the fact that a random private company can't fine anyone, and secondly on their natural fear of parking tickets and the escalating costs/bailiff scenario. So PPCs copy the look of a real parking ticket and - hey presto! - the cash rolls in from victims who know no better.

There is no fine, no CCJ, no bailiff, no debt, no effect on credit rating, no Court, no repercussions at all.

Tick off the boring letters from debt collectors here.

Watchdog clip with expert Solicitor's opinion, using a fake PCN with nice photos of a car (like your fake PCN!) here.

Barrister's opinion - read the answer at the bottom, it's very clear! - here.

I recommend you just play snap with the threatograms from debt collectors - simply choose to ignore and laugh at the scammer and their attempt to extort money. It's like deleting obvious phishing emails from your 'Bank'; it's a very similar con based on impersonation of authority.

HTH and welcome to the club - we've all been there, done that (ignore option) with a few fake PCNs and a shedload of debt collector letters!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for clarification, but it's a car-hire car from my employer (before my company car arrives) does this change anything? will they post letters to the company?

In that case you need to enter their sham appeal, just pop them an email saying you were the driver of the vehicle on that day. Don't admit liability at all, just give them your name, address and reference number and that's it. Ignore them once they are writing to you. They cannot go back to the hire company or your employers after.

In this case I will just ignore them as they have my details already (from when I tried paying them). And I am the only one driving this car, so hopefully it all goes smooth and they can suck it.:T

I would still pop them an email with this, as world pay are just a credit card processing company not connected to the npe beyond taking payments. If they have an email at least you have proof that they have your address and name.
