But for VCS it is business as usual and some fear it could be used to make Excel’s database requests.
A DVLA said this would not be allowed to happen.

I had previously received 2 letters from Excel when I parked in one of their car parks back in May. My 66 year old father in law had bought a ticket but had entered the incorrect reg number, hence the letter. I ignored the letters and today have received a letter from Roxburghe Debt Collectors. Reading your posts, it is clear that neither are reputable companies and the DVLA appear to have washed their hands of them. A friend has advised me to write3 to them and explain I have a ticket (which I sgtill have if a little faded!) and I will see them in court. Any advice on how I should proceed would be appreciated as in the letter they refer to their solicitor, Graham White, and am concerned they are going to be like a dog with a bone...0

They are more like a wet fish! :rotfl:
Honestly don't waste your time writing to Roxburghe or their alter-ego Graham White (the Graham White solicitor letters get sent out from the Roxburghe call centre as well - not from some Solicitor's office!).
If you search this forum or Google for the keywords 'Roxburghe private parking ignore' or 'Graham White private parking ignore' then you'll find literally THOUSANDS of forum posts from people who have had the letters you are now getting. Do not respond!
You do not even have a parking ticket, it's just a piece of rubbish. Like all the other posters on this board, you have a fake PCN. Ignore it and ignore the rest of the letters that will arrive, then it will all fizzle out.
The letters are easy to carry on ignoring (even from good old 'Graham White' aka Roxburghe again) when they arrive at the address of someone who knows it's all hogwash and not a real parking ticket at all.
The whole scam of fake PCNs relies firstly on people's ignorance of the fact that a random private company can't fine anyone, and secondly on their natural fear of parking tickets and the escalating costs/bailiff scenario. So PPCs copy the look of a real parking ticket and - hey presto! - the cash rolls in from victims who know no better.
There is no fine, no CCJ, no bailiff, no debt, no effect on credit rating, not Court, no repercussions at all. You are not going to pay anything so stop looking at their letter and thinking it's getting serious. It's a well-known template letter, look at these links!

It changes very little, except that the PPC can now "pursue" the registered keeper if he doesn't name the driver.
The fact that their charges are unlawful penalties, and they can't take anyone to court if they are not the landowner, remains the same.

The keeper may only be pushed for any legitimate demand such as the price of the parking fee at the Pay & Display box which the driver overlooked. For any part of the nexus to seek a penny over that amount can only amount to an arbitrary penalty and such demands are wholly illegal. This is why I say, if you're not totally sure about something, just ask. It is imperetive that you enter the courtroom in high spirit with the empirical knowledge that you will succeed in your task.0 -
Please get advice from a regular poster on pepipoo if you really reckon that Sobell is trying a small claim. On pepipoo we saw this recently and the case fell apart when Sobell & chums saw the defence. I am concerned that you may not have experienced advice yet?
By the way you don't need to tell this forum - or pepipoo posters - about the new legislation (we've been discussing it for 2 years now since the Bill was first created). And we know about Michael Sobell and Roxburghe and Steve Dargonne. Very well known on these forums anyway - and annoyingly, Dargonne is a Brighton fan like me which makes me MAD - he even has a fans' plaque at the Amex!PRIVATE 'PCN'?
