The first sentence (highlighted) is the only part that matters; the 2nd sentence should be ignored as it can appear to contradict the first sentence if you purchase before the regular billing date of your carrier. (In my case I purchased on the 3rd, and received a full bill two days later on the 5th.)
They used to have tables linked from the "cashback chart" that showed which months you need to submit bills for. I can't see where they are linked from any more, although they are still online and can be Googled. This is the table I use for five claims over a 24-month contract:

My contract started in January, so the first bill I needed to send was July. The table does make it far clearer than the statement you quited.0 -
Cashback cheque arrived through post today 13 days after initially making claim online.0

my last cashback cheque (~£50) from mobiles.co.uk has just bounced. Is this normal? or the latest way for them to get out of paying? Will call/write to them next week to try and sort it....0

2 claims in for March, put them in a week apart as 1 claim is the newish rules and with a ported number.
1st claim accepted OK, but funnily enough expecting an issue with 2nd claim - all done as per T&C's and acknowledgement for porting updated.
Should get 1st cheque maybe by Friday.

Mine for £52.00 was returned by my bank too.
Phoned them and they were aware of this and said a new cheque will be sent within 28 days. Also to claim when /if the bank charges for the returned cheque.0 -
Whereas I can sometimes find extenuating circumstances for dealers dragging out payment times or sticking to the letter of the contract when it comes to customers, somehow bouncing cheques is another thing altogether and would usually indicate cash flow or financial problems, making alarm bells ring in my head.
However, this is a CPW company and I would not have expected this from them. And it's not the first time - see other threads.
Hang onto the cheque and see if the replacement is drawn on the same bank and account. Obviously, companies can chenge banks and mistakes can be made during the change, but if it is the same bank/account, I would be very interested in what other reasons could arise for bounced cheques.0 -
Something I've never had an issue with (returned cheques) and very few problems with any CPW company.
Something to watch out for though.

PS: The deals are no way near as good as in the past and I need one very shortly for sons ipad (data only). Looks like it may work out at almost £5 per month for unlimited data (redemption and cashback included) - OUCH!!

They are certainly on dodgy ground if they keep doing it ...even without the legal implications of bouncing cheques.It's not just about the money0 -

sorry for the late update, but good news. got my 1st cashback cheque on friday!
so from posting my bill and covering letter, on the 22nd feb, its only taken a little over two weeks.
surprisingly pain free so far; just haven't deposited the cheque into the bank, hopefully won't have to come back on here and say it bounced!0
