Click the header/title that says WIRELESS as opposed to the subtitle Encryption that you have chosen. Then click Security - that should allow you to change from WEP to WPA2.

There's always a slim chance that the router may have a fault. However I do agree that the most likely cause is a faulty cable modem or line.
OP needs to test connection whilst directly attached to the cable modem itself. Then get onto Virgin support, preferably via the newsgroups as opposed to the phone support.
I have had less than 1Mb on a 10Mb connection before although only in the evenings which Virgin described as utilisation spikes!0 -
If you are on cable broadband,the are a lot of things that can cause low speed ect on BBand,from damaged cabling,loose F connections,faulty splitter or isolator,ect.
If you have a chipped cable TV box I suggest you remove it as this is a major cause of broadband faults due to the noise ect that it puts onto the line.
It's more likely a signal level affectingthe return path if it's hanging.
I suggest you get a Service Tech out.
