We're after a new internet provider!!! (broadband)

  • Can you see on your router's homepage, if anyone apart from yourself is connected to your router, either ethernet or wireless? Also remember that closing p2p software often simply minimises it to the taskbar rather than closes it - remember to make sure it's properly exited each time you've finished with it. And afaik pausing youtube doesn't stop it receiving data. It's very easy for your computers to receive and send data without you being aware of it.

It seems strange to see such low speeds with such a low ping. Also try the speed test on alternative servers.

I used to be with virgin (broadband, not cable) and tbh, i'd have killed for 42kB/s speed - mine was often slower than 28k dialup modem. So I wouldn't automatically assume it's a fault. It could just be virgin, sadly. Something else to look for, is that your router supports your line speed. I had a modem that was fine on a line speed up to 2mbps, but spat the dummy when we got upgraded to 8mbps.

Have all the members in your family checked for spyware and viruses too? Just a possibility that someone is infected and is "leaking" bandwidth.

I bet the computer is full of spyware p2p software, why does everyone assume the speed issues are down to the ISP? Did you try running a speedtest with the laptop wired in to the modem? This feels like its a home networking/customer education problem not an Internet provider problem.

You also need to make sure your computer is running ok. The amount of times I have to go to peoples houses and charge them a call out fee because they have bitcomet and limewire on at computer startup is getting ridiculous!

I thought the OP was on a 20MBps service, not 10? But even if only 10 meg and being throttled by 75%, that should still give 2.5 meg-but the OP is getting only .34 meg! Clearly a fault somewhere.
OP, how are you connecting to the cable modem from your PC? Wireless, ethernet cable, USB? If wireless, first thing to do is to make a temporary ethernet connection, then retest your speed. If it improves, then it's just a wireless problem. If it doesn't, you need to look elsewhere, possibly a fault with the cable modem.
BTW, the old VM modems when connected by USB will only support 4MBps, regardless of line speed. To get 10 Mbps you need to use ethernet (however I doubt that's your problem, as you are not even getting 4 meg).
Lastly, have you tried powering down the PC and modem, leaving them a few minutes, then switch on modem, then PC, again? Sometimes just making it reboot and re-synch can help-it's worth a try.
Edit: OK you are on a Belkin router, wirelessly. So plug in an ethernet cable and recheck your line speed. You need to eliminate wireless problems before you do anything else.
But since you appear to be running an open wireless connection, I'm not surprised your speed is slow-half the street is probably sharing your bandwidth. Get your connection secured ASAP.
No free lunch, and no free laptop ;)
