It's a bit difficult to give you advice really, because you've contradicted yourself a few times (maybe because you don't understand some things such as thinking watching youtube is not "downloading" data) I'm still not even sure from your posts if you're on virgin cable, or virgin broadband via the BT line.
Some of the causes of your problem could include: You have a poor line coming into the house. You have a faulty router, or a router that doesn't support your current line speed. You have poor/faulty wireless adapters. You have a lot of household members (or spyware etc on computers) using the internet at the same time and therefore sharing the available bandwidth. You are throttled because of high usage. You have "strangers" connecting to your unsecured router (you say you can't connect wirelessly from your garden but that could be because you have a poor adapter rather than the router having a poor range - although I'm suspecting that your router IS one with low range)
You said you did the speed test with just you connected and just the one browser window open. But this does NOT mean that other people weren't connected to your router and using bandwidth, or that you had other programs running which were using bandwidth.
You need to run a speed test with a wired connection to your router, and ideally, your router plugged into the main socket coming into the house rather than into an extension. You need to be sure that no one else and nothing else is using the internet when you do the tests - this means securing your router, and making sure you have no programs running silently in the background. Do the tests at different times of the day - often throttling is only done at peak times - afternoon to midnight, so if you're being throttled you might be expected to see normal speeds during the night, and the morning, but low at other times. If you can rule out problems with your hardware, then you need to tackle the usage - educate yourself and your family on what uses bandwidth and some little suggestions ... such as always using low/standard quality stream/video/flash/etc when available, correct settings on any filesharing software (e.g setting unlimited upload speeds typically cripples your internet).

No you have to enter the password on each PC/laptop that you want to be able to connect wirelessly. Once entered you will not have to enter it again on that device.what securitiy type do i want? shared? wpa2personal, wpa2enterprise, 802.1x :S

That's only applicable if OP is using ADSL Virgin.
OP - can you confirm if you are on the cable service or ADSL service? In other words do you have a cable modem which is then attached to the router or do you you just have a router which is attached to the phone line?
I suspect it's the cable service as the Belkin router is a cable router but just to make sure.0 -
Post 3 says 'cable into house', so I assumed VM cable service. Maybe not!No free lunch, and no free laptop0
