Win2000pro - preparing network connections hangs - services.exe

I've had a few of those older domain linked computers in and by far and away the quickest & simplest solution is to reformat. See what drivers are on hard disk first. and make sure there's a Windows Coa sticker on it.0

Morning all
So... last thing last night I set up a completely new workgroup with completely new names for the PC and the two laptops.
I set each one to allow access from others on the network to assume that the computer logging on was "itself" to save having to sign in. "Impersonation" isn't it?
Anyway... the old workgroup name is gone, as are all the old computer names.
And it STILL hangs....
Now... when I click on the GOOD laptop's "My network places" it shows three options:- Add Network Place
- Entire Network
- Computers near me
I can't remember where I was when I saw that these two laptops had slightly different setups/keys/whatever where the good one had one for "impersonation" or something, and the dodgy one didn't. I deliberately left the two laptops running on batteries last night to ensure that they shut the computers down properly on "battery low" - and they did.
However I find that on shut down and then restart now BOTH laptops keep the "NAME" that I've given them but assign themselves to a workgroup called "WORKGROUP" and identify themselves on the net as such. So they have BOTH completely dumped my "HOMENET" workgroup...
I got a second and different make and model of wireless card and have set it up (with disk) on the good laptop and it is still behaving "normally" with the exception of this new workgroup issue.
So anyway.... the above would explain why I ran into so much trouble before over DNS and naming issues because somehow it must have been keeping the workgroup "WORKGROUP" alive and well somewhere behind my own workgroup "HOMENET"...
.. and that's why I had two computers with the same name about the place.
So the win2000pro (both to SP4 now) laptops appear to be treating my setup of a new workgroup "HOMENET" as some sort of temporary thing and resetting to a default on power down and power up again.
AND.... the "good" laptop takes about 5 seconds ro prepare network connections while the "dodgy" one STILL HANGS.

I CAN'T CHUFFING WELL FORMAT YET BECAUSE I DON'T HAVE A CHUFFING WIN2000PRO INSTALLATION DISK - JUST A REG CERT KEY NUMBER STICKER THINGY...
I've got one on order but it isn't here AND I've deliberately downloaded and RUN both the SP4 pack and the Rollover Update thing on both computers so they really ought to be pretty much up to standard - every bit as much as the disk is likely to be when it finally arrives.
So... I've still got DNS type issues and naming and log on from elsewhere issues which, as far as I can tell are not system errors as such but "something" to do with the set-up of a workgroup and the way that win2000pro deals with ones it doesn't like.
And "Something" on the dodgy laptop isn't right and REALLY stuffs it up while the other laptop and the PC both work round it as best they can. Disseminated how? Through my WEP enabled router? Which not only requires WEP but only allows access from cards that have been individually BY HAND authorised using its MAC and it automatically BANS all others?

OK something new...
I don't think that event logging is working properly on the dodgy laptop.
It auto updated earlier and I have no information showing in the system log any later than 10:50 this morning and it's now 12:24 and I've rebooted at least four times since then.
