The final part of the puzzle....
Since I now have a network I made some tweaks on the "good" laptop and, when rebooting as required I saw two message screens flash up - and I MEAN "flash".
Reminded me of the good old days of MSDOS. I'm pretty sure my eyes caught "Preparing network connections" and "something Security Settings".
A second immediate reboot and I didn't see them at all.
So...
How about on the "hanging" laptop that either the "Run once" key is missing? Or not even being created? Or not updating its d-word to say that it has run?
AND... often when I have made a change to the "hanging" beastie network stuff the system locks up for about a minute or so. Task manager tells me that the process "services.exe" is hogging 99% of CPU time.
So... much closer to "what"... all I need now is a "how"

What Service Pack do you have installed?
The latest one to be released was SP4.
SP2 should have corrected this issue by updating Lsasrv.dll with the following attributes:Date Time Version Size File name

Not an awful lot. This laptop will be going to a non techy point and shoot type user who has only ever seen windows.

The "good one" is at SP4 but the dodgy one is only at SP3 and, despite it being switched on is clearly not using automatic updates, and I run into all sorts of weird and wonderful problems if I try to use the Microsoft Update Service directly.
I'm fairly convinced that some dot sys or dot dll is missing or corrupted and it's in the area of networking. DNS redirects or something like that. But I can't prove it and certainly don't know enough to recognise an incorrect setting even supposing I was looking in the right places. It seems to affect setting up and changing settings of anything to do with networks and, as I say, hangs with "sevices.exe" hogging processor time at 99%
Edit: Hmmm... presumably if I knew what KBnnnnnn's to look for I could download and save them on the good laptop - then shift them onto the dodgy one and run them in sequence there....?
