Win2000pro - preparing network connections hangs - services.exe

I have a Dell Latitude LS running Win2000 Pro and although I have a wireless connection I'm not using the hard wired ethernet connection.
On start-up windows spends well over a minute "preparing network connections"... and I don't HAVE any. The wireless card has its OWN connection software.
How do I turn the prepare stuff OFF please?
I've tried disabling the ethernet card, and disconnecting the local area connection; I've also uninstalled the card in device manager so that it gets "found" and re-installed again, and even unchecked the MS Client and TCP services for the connection and the darn preparing beastie STILL won't die!
I have no idea what to try next.

More information...
In actual practice I have two of these laptops here. (A friend bought them for pennies from his IT department since they are so old. The plan is that I clean them both up, tune them, update and fix any problems and my "fee" is to keep one. Magic)
They are identical with the same cards, mem, drives etc. BUT... the other one doesn't bother with the network thing!
I've been cross checking every single setting, driver, detail that I can find and there's only one difference...
The other one doesn't have a local area connection listed; only the wireless one.
However, when I try to delete the connection on this laptop windows tells me that I cannot do it! For a bet the thing is busted somehow - but how do I get rid of it?

Can you disable the LAN connection? If it's wireless you want, then just disable the ethernet LAN. No need to delete it.

Erm... nope!
Disabling the local area connection doesn't stop the problem. As I've said, the twin of this one has no local area connection listed and does NOT do the "preparing" thing. The connection will NOT delete when selected and using the delete button, nor will it delete from a right click.
I've just found a registry edit to delete it... but the darn thing came BACK again!
So I'm currently blazing away with every reg cleaner I've got.

Which begs the question - what and where? These machines are identical. Everything I've looked at is the same, with this one exception.
