Apologies if this has been asked 100 times before, but Im quite new to ISAs (well not had one in last few years). I have an un-used ISA allowance for 2008/09. Can I open a regular saver ISA before 5th April and continue to pay into it during the tax year of 2009/10 and it will qualify for the tax year 2008/09?

2009/2010 ISA - Open Account Now?
Hi, Is it safe/acceptable to open a new ISA account now for the 2009's tax year. I will be transferring in money from another ISA account when it is opened (which from experience takes weeks).
