2009/2010 ISA - Open Account Now?

Hi,
Is it safe/acceptable to open a new ISA account now for the 2009's tax year. I will be transferring in money from another ISA account when it is opened (which from experience takes weeks). I'm considering Natwest e-ISA, but needs a minimum of £1 opening balance, I guess I could put the £1 after 5th April?

Some providers will accept applications, but not subscriptions, before 6th April - some (possibly most) will not.
An ISA account is not 'opened', as interpreted by HMRC, until a subscription has been made.0
