Forgot to pay by phone
I didn't have cash on me, planned to pay by phone on the train then couldn't get a signal and then simply forgot to pay. Hey, so I've read the newbies thread and think im relatively clued up on the matter now. I got a PCN from the above company on 22/6/17, and they sent an NTK out on the 24/7/17 but I didnt receive until today, 26/7/17. Am I correct in saying this is a valid ground for appeal?
