Parking in a special enforcement area adjacent to a dropped footway

Hi there,
I was served with a PCN for being 'parked in a special enforcement area adjacent to a dropped footway'. This was in Colchester and after reading some things online I'm under the impression there should be signs to let people know the area outside of London? And if it's on the road outside residential premises, no yellow lines or anything then I can challenge it?
Furthermore, they noted down the registration of the car wrong and it was a hire car, does this mean if I don't respond they wouldn't find the car? But they must take pictures of it themselves right?
Sorry for all the question marks, I'm quite confused about it all!

if this is a council ticket , sign up on pepipoo forums using a gmail email address and post in their council section, after reading their rules and show both sides of the ticket0
