wholly within lines

Options
<idiot alert
my vehicle has fallen foul of the 'parking wholly within the bay' rule in a private car park run by 'ES parking'.
the offside wheels were on the line but not over it. bearing in mind there was NO adjacent bay that were rendered unusable as it was the end bay on a row.
the NTK was received today, posted on the 24 July, 44 days after the incident. there was no PCN affixed to the window of the vehicle. am I right in believing they had 14 days to issue the NTK?
there are photos that show my vehicle and signage behind it that the driver was aware of.
should I appeal now, or wait until 26-28 days?
ES parking are IPC but don't seem to belong to any other organisations

thanks in advance for any help

Everyone is politely asked to read the newbies faq thread near the top of the forum before starting a new thread.

You will find all you need to know about appealing there (The "reason" they issued the pcn makes no difference to how you deal with it at this stage.

You also should complain to the landowner - again covered in the FAQ

Yes if they want to hold you liable as registered keeper. It doesn't invalidate the PCN altogether (e.g. if a clueless victim blabs about who was driving the 44 days goes in the bin). Clearly do not be that person!

    ES parking are IPC
No need to wait when it is a postal PCN. Hope you realise they WILL reject it, the appeal is not going to get it cancelled. This will either die a death or you can kill it at small claims stage with our help.

DO NOT talk about 'my wheels being on the line'. Check out the NEWBIES thread for the sort of appeal to use just to go through the motions, or ignore the scam until they might try a claim.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • I take it then , that my best course is to appeal ,and when that is turned down. take it to the IAS.
maybe ask them for the landowners details? I'm not sure what they could do as it was a small carpark behind some hotels

So....we can take it you haven't bothered to read the the FAQ thread you were pointed to

You didn't read that there as the best course of action.

(Nor was it the advice in #3)

Who told you to appeal to the IAS - utterly pointless. Read the NEWBIES FAQS first.

A PPC will not give you the landowners details, nor do they have to. You appear to be thinking this industry is made up of normal firms who have a customer service ethic. Nope. Scam.

What on earth has that got to do with anything?
