late NTK from County parking enforcement agency ltd

Hey, so I've read the newbies thread and think im relatively clued up on the matter now.
I got a PCN from the above company on 22/6/17, and they sent an NTK out on the 24/7/17 but I didnt receive until today, 26/7/17.
Am I correct in saying this is a valid ground for appeal?
If not, what should I do now about the ticket?

If you read the FAQ as you say, then you would know it advises on the futility of appealing to IPC companies.0

Sorry I shouldve been clearer.
So I followed the advice and waited for the NTK to arrive, but on the NTK it tells me it is too late to appeal.
The NTK arrived 32 days after the PCN was issued.
On the NTK, it does not provide me with a way to appeal0 -
IPC company appeals are not a way to get them cancelled, anyway, makes no odds really. No sweat. All a scam.
The advice from the BMPA is to ignore them:

You could not hope for 'small fry' smaller than that one man and his dog set up! Note the number of court claims...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If the PCN was on the windscreen, then they seem to be in the clear date wise. 14 days applies when ANPR and no windscreen ticket. Read up PORT schedule 4 section 9.80

So I followed the newbies advice and waited for the NTK to appeal, I appealed the day it arrived but they replied to me this morning via email saying it was too late and i need exceptional circumstances for my appeal to count.
Is this time different a circumstance?0 -

The newbies thread said to wait to appeal until the NTK arrived however
This one was purely accidental, there is a partition in the land, separating where I parked from where the sign is. Where I parked is raised up as well, so I just presumed that it didnt apply to that space0
