refund of Motorhome Tax

Replacement wheel for aged Yaris
I need a replacement front wheel for my Yaris (2003, 1.0 ) but am confused by the sizing. The tyre is 175/65 R14 82T and all the manuals say my model would have either 13 or 14 inch tyres. Yet, no matter how I measure it, my wheel has a 15 inch diameter! Am I doing something very obviously wrong?
