Can anyone answer this question for me? If your car is blocked in on your driveway the police will instruct the "blocker" to move (I know that for sure). What if the vehicle in the driveway has a SORN though?

I have had my Mazda 6 serviced at a main dealer and they say I have a cut in a rear tyre but that I can't change one tyre I have to do both. The good tyre has 5.4 mm left so not worn out so do I need to change both or just one.
