Honda Accord Fuel cap wont open
Can anyone help me open the fuel filler cap on my father-in-laws 52 plate Honda Accord. Pulling the lever just below the drivers side door, but nothing happens. Its a low miler, just 38,000 miles and is generally very reliable. Cable broken? overiding switch etc? Any advice most appreciated.

I know tyres have a shelf life of around 6 years and that the date of manufacture is stamped in the sidewall (e.g. DOT number 3007 means tyre was manufactured in 30th week of 2007).
