Honda Accord Fuel cap wont open

Can anyone help me open the fuel filler cap on my father-in-laws 52 plate Honda Accord. Pulling the lever just below the drivers side door, but nothing happens. Its a low miler, just 38,000 miles and is generally very reliable. Cable broken? overiding switch etc?

Any advice most appreciated.

Cant seem to remove the inside panneling which seems to be stuck down quite well. Dont want to break anything. Have had a look at the front of the mechanism, which seems to have tension in it, can see the cable pulling, its NOT slack at all.

Even though you can feel tension, it could still have broken or come off the door itself.
There is probably a return spring somewhere, either on the handle or on the door end to allow the handle to spring back. This may well be the tension that you can feel

How about a can of WD40 with an extension and see if you can get it in behind the filler and give a good spray, just in case something has seized up a bit.

Get somebody to gently tap the fuel filler door whilst you operate the lever inside the car.

It may just be sticking a bit.

If it opens, give it a squirt of WD40 or similar inside the flap.
