I was accepted online for a luma credit card with a £200 limit (I have extremely bad credit) is this guaranteed or has anyone been declined after being accepted online initially?

I'm thinking about applying for an American Express cashback credit card. I currently hold 2 other credit cards, one with Barclaycard (Freedom Rewards) and another with MBNA (More Rewards) Do American Express have offers like Barclaycard and MBNA do with 0% Balance Transfers etc?
