If you pay a bill via a credit card that has 0% interest on new purchases, does the bill payment count as a payment or as a money transfer? I'm just checking because the money transfers are exempt from the 0% offer.

I paid for a hotel using my TSB credit card and the above company went bankrupt. TSB are refusing to refund and say that I must complete a complicated form and claim through the American courts. I understood that clause 75 mean't that the TSB should refund me?
