    Just recived this response from the lease company:

    Good Afternoon

     

    Thank you for the email.

     

    Unfortunately, we have no choice but to pay the parking charge as we get threatened with debt collection companies so we have to pay it.

     

    I can see we processed the PCN on 15/05/2025, when we process a PCN we do a transfer of liability from NHS Fleet Solutions to the drivers name, which can take up to 2 weeks to be complete. 

     

    Once the transfer of liability has been complete, you can either pay or appeal the fine with ease. 

     

    If there is anything further we can help you with, please don't hesitate to contact us.

    I absolutely have, and the fact that they said they had "no choice" other than to pay it is just bad information. If my department said that it would be maladministration.


    As a side note, I've now complained to Parkmaven for not contacting me. They replied surprisingly quickly and said they would look into it if I could provide evidence that liability had been transfered to me. They said that liability had been transfered to the NHS from a leaseplan scheme. I'm guessing my employer's scheme gets them from another scheme. I've sent the two letters transferring liability, so we'll see what they have to say to that. I'm expecting an excuse.

    I've now heard from Parkmaven, who stated the following:

    Dear Mr. *********
     
    Thank you for your reply and for providing copies of the nomination letters issued by Northumbria Healthcare NHS Foundation Trust.
     
    Having reviewed the documents, we can see that while these letters indicate an intention to nominate you as the responsible party, they were not submitted through the formal channel required for a valid transfer of liability.
     
    As outlined in the Notice to Hirer, a transfer must be submitted within 28 days of the issue date via our designated platform: https://appeal.parkmaven.com. This process ensures nominations are properly recorded and actioned within the applicable timeframe.
     
    Nonetheless, in this instance, we’ve now completed the transfer and reassigned responsibility for Parking Charge Notice NEW92535601172 to you. Any related charges previously referred to DCBL have also been withdrawn from recovery.
     
    Please note that any letters dated before today may have been issued prior to this update and can be disregarded.
     
    We would also like to inform you that the £170 payment previously made has been requested for a refund. This will be returned to the original payment account within 7–10 business days.
     
    Lastly, we encourage all recipients to review the notices carefully and ensure that any appeal or transfer of liability is submitted within the timelines stated. If a notice is received under your name, please act promptly—either by submitting an appeal (if you believe the charge was issued in error) or by processing a transfer of liability via the link above.
     
    Thank you again for your time, and we hope this clarifies the matter.

    This is not the responsibility of the victim. If notification is sent, if the wrong department receives it they should forward it to the correct one OR reply stating it needs to be submitted via XYZ method. 

    And the 28 day blurb is the usual purposeful fraudulent misinterpretation of the legislation.

    Now do normal appeal straight away don't wait for the document
    Put anything you feel like but dont use the template 
    Dont mention keeper liability 
    Say something like the signs were bad. That is all
    And put your name and address in the free text box
