Or send a complaint (not appeal) online to APCOA with proof that the keeper was out of the country BUT DON'T ADD ANYTHING ABOUT THE WRONG TURN/WHO WAS DRIVING! If you prove he was out of the country they have to re-offer appeal stage.

This is your father’s charge and he should be dealing with anything concerned with it. However, APCOA won’t entertain a late appeal, but they’ll do no more. Your father should ignore anything DRP sends him, because they can’t do anything. Forget it …. both of you!

Hi I have read and  read and can't find the answer:

My dad has got a fine for dropping me off at Manchester airport last week; he stopped for 3.5 minutes.

is this following paragraph what I am to put onto the appeal?

I am the registered keeper. APCOA cannot hold a registered keeper liable for any alleged contravention on land that is under statutory control. As a matter of fact and law, APCOA will be well aware that they cannot use the PoFA provisions because Manchester Airport is not 'relevant land'.

If Manchester Airport wanted to hold owners or keepers liable under Airport Bylaws, that would be within the landowner's gift and another matter entirely. However, not only is that not pleaded, it is also not legally possible because APCOA is not the Airport owner and your 'parking charge' is not and never attempts to be a penalty. It is created for APCOA's own profit (as opposed to a bylaws penalty that goes to the public purse) and APCOA has relied on contract law allegations of breach against the driver only.

The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under some twisted interpretation of the law of agency. Your NtK can only hold the driver liable. APCOA have no hope at POPLA,

Yes, that will do for HIS appeal. ( you do nothing except pass on the advice given,  his pcn, so his appeal,  not you )

So on the APCOA parking charge, (which has photos and info of the car) does he go onto the back page under 'how to appeal',
AND drop down to 'I am the registered keeper'
Then there is a section 'Your reason for appealing the Charge'......

 Then does he just copy and paste this:
