Your guess is wrong. Enforcement normally begins at 24mph (Limit+10%+2mph) but the limit is 20mph and there is nothing to prevent the police enforcing at 21mph.0 -

Since getting caught exceeding an ambiguous 30 mph limit (long country road with only grass verges on outskirts of Selby, a notorious camera van area), I started using the free mobile phone app “Waze” by Google.
I don’t know how well the Waze people are doing with the massive changes in Wales, but they usually respond within a few days of reporting any speed limit errors or changes.
The app displays the current speed limit and bleeps if you exceed it. It also speaks “entering average speed zone”, warns about speed cameras, broken down vehicles, etc. I didn’t mention it here, but users add temporary police symbols to warn other Wazers. There are thousands of other users around.
Waze also integrates into car information screens via Apple Car Play, or the Android equivalent.0
