A previous owner refuses to stop using our address for EVERYTHING!

I've just had a thought. The card we get through the door if we're not in has three options; to leave with a neighbour, a safe place or at our local office - which has been one of three different locations in the past.
Section 2.8 of their general terms and conditions states as you wrote Pollycat, so surely they're contradicting themselves. I can see why postmen and postwomen would not see too big of an issue if the company allows our post to be left with a neighbour, which in a sense she is.0 -

I honestly hope you get something sorted in 2022, fraud is made out to be so big these days but perhaps because the police don't (can't) do anything.

UPDATE: my husband just phoned and he said that the manager is going to talk to everyone and ask that they only post to the address and double check that, that is what they do. If in continues, the manager said our only other option is to apply for a cease and desist and take legal action against her. We have a crime reference number that will show that she has had at least two warnings over this one issue now, but none of this will show on her DBS check because she had that sent to our address and I think she uses a different name at the place she lives. DBS emailed me earlier this week and said that they are taking action and will be working with me on this matter. I have yet to receive another email from them though. They didn't take a crime reference number from me, so hopefully when they call or email me they'll have a box to type it in because the last person I spoke to said that there was nowhere for her to type it.3

The post office have said if their workers don't deliver to your address it your problem.
Get that in writing and escalate remind them if it continues they will be the ones the complaint will addressed.4 -
I think you've maybe made a mistake with Royal Mail.
I would have followed the formal complaints route to have an audit trail rather than making a verbal complaint.
I'm sure the postwoman & postmen know what they are doing is against RM rules.2 -

If it continues, the manager's only option is to start disciplinary proceedings against the employees who are continuing to break RM's rules.
I would have - in writing - made it clear that these employees are not adhering to RM's rules about delivering mail to the wrong person and that I expect it to stop.5
