UPDATE: my husband just phoned and he said that the manager is going to talk to everyone and ask that they only post to the address and double check that, that is what they do. If in continues, the manager said our only other option is to apply for a cease and desist and take legal action against her.
I hope this refers to her abuse and actions and not the mail delivers handing over mail wrongly.
I wonder what will happen if she starts abusing the postmen and women for not handing letters and parcels over.

I think you've maybe made a mistake with Royal Mail.
I would have followed the formal complaints route to have an audit trail rather than making a verbal complaint.
I'm sure the postwoman & postmen know what they are doing is against RM rules.
Sorry, I don't know what you mean?
By doing things verbally, you have no proof of what was said.

If you had done an official complaint you would have some proof and RM would have to respond to you in writing.

    I disagree with this.
If it continues, the manager's only option is to start disciplinary proceedings against the employees who are continuing to break RM's rules.
I would have - in writing - made it clear that these employees are not adhering to RM's rules about delivering mail to the wrong person and that I expect it to stop.
I'll send an email and ask for it in writing, thanks.

The manager was referring to her continuing to use our address, but I think he would be doing that as we will complain again and he did say that was was happening with our postman and postwoman was wrong. He said that there is usually an overlap and it's common practice to pass on mail if they the postal workers know the person, but agreed that this was too long. I have told the postwoman that she is using our address and that we had asked this person to stop, but she has continued to pass it all on. I haven't been able to tell the postman because the past owner has a lot of friends around me that have listened in on my conversations in the past and it usually results in her getting angry. She has intercepted a few parcels that her or her friends have received after hearing me refuse the parcel. The people delivering parcels were shown a letter stating the crime reference number and that this person was using our address fraudulently, without our consent; I did this after I told Action Fraud that her or her friends hearing me refuse mail had resulted in her banging on our door and demanding her parcels not be refused. Despite showing them this letter, she still managed to get the parcels. She saw that her parcel was in transit and that I had refused it, then phoned up the delivery company and actually got them to turn around and deliver it to her in her car! We are only refusing them because it's our address, we would take a neighbour's parcel if it was for their address, but not this woman, not anymore. I don't know what magic words she has said to them to get them both to continue to help her, but I haven't spoken to anyone around here about what's going on as it's a small community and we are not from this area. Looking back, she has always gossiped about us. One of my autistic children made loud squealing noises when he was excited (he was only 3 at the time). We had lived in our house for less than a week, when I took my children to the local toddler group and all the parents were asking which of my children was the naughty one that screams! I've overheard her saying blatant lies about how we treated our dog and because I don't like conflict, I've ignored it and not told the other person/people that she is lying. I think because I didn't do that, she's just got worse over the years.

My husband has just seen her receive a letter hand delivered from a Royal Mail van, on a Sunday. I would imagine that it relates to our issue and I think it's probably because the postman and postwoman who normally deliver to us would have thought the same thing.

Does she literally live opposite? How would she know the mail van would arrive on a Sunday?

    Different issue but some relevance:

I am a regular formal complainer to RM about posties not using my letter box.
Despite a large notice in the sorting office telling people not to dump my post on the porch as it is against their regulations it still happens every time my regular person is off.

Just posting this because I would be surprised if one conversation with the manager resolves your issue. I would also advise making a formal complaint every time you are aware it happens.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

This.  Complain in writing every single time.  You've been patient long enough.

This is all very odd. She lives in a rural area, that deliver on Sundays outside of the run up to Xmas? Does this woman literally sit outside your house every day waiting for the post?

I know you have put a lot of money and time into the house, but have you thought about selling the house back to her if she can afford it at a price that would cover your costs of moving? Moving house is a hassle, but if the aggravation doesn't stop, it might be worth it.

My husband said she looked surprised. He was outside and pointed her out to the postman. The land next door belongs to friends of hers and she's here all the time.
