What about Council Tax? She must have her own address registered for Council tax! Talk to your Council.1

Wherever she lives, I would think that she would not be able to use our address for her council tax. I would imagine, that this would have to go to where she lives. I think she may be using her maiden name or a different name where she lives, because I did a search to see if she's registered anywhere else where we live and it only came back with her name at our address.0

Council Tax won't give that information out. You'd have to apply to go to the Council offices to view the public extract and even then it might not have the woman on it if she's living with another person. The same holds true for the Electoral Roll, the public extract is a massive thing and you'd need a starting point. Update
My husband went to the nearest postal sorting building which was over an hour round trip after work yesterday. They told him that our post comes from a different place which is a two hour round trip from our house. My husband finished work early and picked us all up so I could get out of the house and we all went there together - my eldest watched the kids. They sent us to the wrong place so we got in the car and drove five minutes away and then they told us to speak to a manager and they'd finished for the day. My husband is going tomorrow morning to speak to a manager and see what happens. He's going to ask if they can speak to all their staff about posting to the address and not handing it to people. He's going to ask for ALL mail regardless of who it is for to be sent to us and hopefully then we'll be able to get a clear idea of how bad this really is. I've started photographing the post (front and back) to keep a log. I wish I would have done it from the start, but I was foolish to think I could reason with her.
Thank you everyone for all your help. I've searched on google and not found any answers. I think the main issue that we can tackle is the postmen enabling her. If we stop that, hopefully it will force her to stop using our address.3 -

We’re obliged to deliver to the address on an item, and not the name. So there can be situations when we deliver items to your address which aren't in your name, but not the other way round.

We actually saw a poster in the building he's going to today that said this. There are at least two postmen and one postwoman that do this for her. The postwoman only started a few months ago and she came to my house, knocked on the door and told me that she thinks she game me a parcel for the woman we have issues with. I'm guessing that she had pulled her over to enquire and tell her how things are done around here. I told the postwoman that she is using our address and we're not ok with that and she asked me for the parcel again! It really makes you question your sanity when everyone else is acting like you're wrong. It's because of them handing her 'HER' mail that our mail ended up in her hands and she could of got hold of anything now. Before reading this, I'd never have thought this could go on for years and years. And it's a credit you have lasted as long as you have.
I honestly hope you get something sorted in 2022, fraud is made out to be so big these days but perhaps because the police don't (can't) do anything.
