Coupon, the hard thing was finding Homes England actually is the land owner for Julians Car Park Didcot Parkway. Once i managed to find that nifo out, i googled Homes England, and found the top person in charge, then simply emailed them. That email was answered in hours, and was sent down the chain of command where it got sorted ( as far as i know ) in a few weeks. I am still awaiting confirmation from UKPC that the PCN has been cancelled.:hello: lock n load.... Go San Francisco Giants!!!2

Hello,Didn't want to start a new thread but hoping to get some advice. I've been receiving letters every month this year from DCBL regarding a UKPC parking charge received in 2018. It was a hospital car park where I was given a permit to park for several weeks but the day the charge was issued, the permit had slipped from the dashboard and I hadn't noticed. I spoke to people on site who advised me to appeal and the charge would be cancelled as I had a right to be there so I sent an image of the permit and explained what had happened but I received a response from UKPC stating the charge was correctly issued as I did not display the permit.I spoke to staff at the hospital and the trust and they all advised I was known to the hospital and had a right to be there but my letter to UKPC attaching all correspondence (along with a scan of the permit itself) went ignored. The hospital suggested I get in touch with the company that handled the contract with UKPC and they said there wasn't much else they could do and that they suggested I pay the charge as it would only go higher the longer I left it - they were not helpful at all. Any further corresponce to them has been ignored.Today I received a letter that states "NOTICE OF INTENDED LEGAL ACTION. UNPAID PARKING CHARGE OF £160." It's from Direct Collection Bailiffs Ltd (not Legal) but I'm still concerned as they've been absolutely relentless this year.Any help or advice would be greatly appreciated.0

Have you seen the NHS car parking guidance 2021 for NHS trusts and NHS foundation trusts?
In there, amongst other good stuff, it says...Contracted-out car parking
NHS organisations are responsible for the actions of private contractors who run car parks on their behalf.(although that was published this year, it replaces a document dated August 2014 which included exactly the same statement, so don't let anyone say it isn't applicable.)
Were you a patient at the hospital?
If so, complain to PALS.
I am certainly puzzled by their suggestion that you "get in touch with the company that handled the contract with UKPC".
Didn't the hospitals NHS Trust contract the parking company?
If not, who did?
If PALS won't help, pass the problem upwards - to the Trust's CEO if necessary.

Thanks so much for replying. I wasn't a patient but a close family member underwent surgery for a life threatening illness, I was there to be with and look after them during this period. Because of the seriousness of the illness, we were provided with free accommodation and parking for a few weeks. Apologies, I should have been clearer that the parking incident happened at the accommodation carpark which was right next to the hospital.
The hospital staff only sent me a letter confirming I had every right to be there but didn't contact anyone else. They provided me with the contact details of the accomodation company that handled the contract with UKPC and they were thoroughly unhelpful and rude, just encouraged me to pay up as the longer I left it, the higher the charge would be. I sent the hospital letter on to UKPC's registered address. After I sent this, the letters stopped so I assumed it was over but the letters started again this January and I've had a letter every month since then.I am certainly puzzled by their suggestion that you "get in touch with the company that handled the contract with UKPC".

I contacted the Hospital again and they've advised me that they cannot help as it's a council fine and I need to get in touch with the council which is completely absurd as it's a UKPC fine. After I told them this, they just told me to get in touch with UKPC to sort it. So unhelpful.
