So in a change of tact I’ve identified the management company that contracted UKPC to control parking in the close... I’ll be speaking to them today, showing I was a resident and asking if they can over turn the bogus tickets...1

Will do. So before I call i've actually dug out emails that I send to the property management company 3 years ago around the ticket debacle. UKPC were copied in to the majority of these e-mails. There are a fair few of them.. I have cherry picked a few here below and copied and pasted. Part of it highlights that UKPC were copied in but largely ignored all the information being sent. It will be good to get peoples thoughts on it and what I should do. The property management company mentioed I should contact POPLA, which admittidly i haven't done... should I do this now?
The property management company wrote:
I have attached the photos that were originally sent to us , please send these on to UKPC, we will not be able to get involved in any appeal with them over the tickets issued.Looking at the photo originally supplied the permit is not located in full view, the permit number is not visible.
I wrote back:
Hi XXX
I’m confused… it says “XXXXX” (the road in which I live) and “XXX XXX” – the reg plate its assigned too with PARKING PERMIT in view at the top
This wasn’t mentioned anywhere that on the parking permit that the number isn’t in full view and that the reg plate, and road, and fact it was a parking permit would be suffice
If you could provide me with documentation on the parking permit that this had to be in view as well as the car reg and address it would be appreciated. To be honest, we both know that I am a resident there who clearly had a permit, the fact I’m now being penalised for parking outside my flat with the right sticker in the window is a joke.
Thanks

Thank you for your response.
Please find attached a copy of the letter that was ent to all residents in May 2018 regarding parking permits, as you will see it advises that permits must be clearly visible at all times. We do not have documentation stipulating that all parts of the permit have to be visible, however, as your permit was obviously on display then the issue lies with the Patrol Officer for UKPC.
We are issuing new style permits to all residents moving forward that will need to be displayed in clear view on your windscreen as the style of permit you are currently displaying will no longer be valid.
This should avoid any further ticketing issues at XXXX we have written to UKPC and instructed them that any style permit is currently valid at XXXX at the moment so no more tickets should be issued.
I will post your new style permit tomorrow by recorded delivery.
I wrote to UKPC
Hi XXXX, more then happy to jump on a call and discuss the issues at hand and work to get them resolved. The fact that
1) no one is responding from your organisation to e-mails
2) the parking tickets I am trying to contest, after one reply from UKPC, will no longer allow me to contest further as they ‘consider the case closed’ from their end, I’m at a loss for.
This, as you can appreciated is causing me a great deal of stress and anxiety and would be looking to seek compensation if this is not sorted. I have been a resident for a number of years and have always had a parking permit on display so am at a loss as to why your organisation continues to put tickets on my vehicle. Despite the e-mail saying the new parking permits will be sorted I am yet to receive them by e-mail or by post.
UKPC Finally came back and wrote:
Good afternoon,
All charges were issued correctly as the permits we not clearly on display at the time. All information on the permit must be visible to in order for the wardens to validate the vehicle.
Can you please advise the driver to appeal the charges, providing a clear copy of their permit. Moving forward, if they can check their permit is clearly visible on the windscreen, this will avoid parking charges in the future.
I did appeal, the reduced the fee to £15 per ticket which I rejected as I was a residentThe company who represented my landlord (Sorted out the permits etc...) also wrote to FirstPort the management company saying
Dear Sirs,
Our tenants on XXXXXX has been receiving parking ticket for some time despite displaying permit, photos enclosed for your reference. Further to the email, also enclosed herein, we had purchased a new visitor permit for the tenant on December 2018 and the tenant holds their permit since 2 years. Hence, could you please shed a light on this issue?.
We await your response.
Kind regards,
I still don't want this to go to court due to the hassle, time and effort, though i understand that this is something out of my control. Should I get in touch with POPLA or any other way that I can try and get this over-thrown
Many thanks guys

It's all too late for that now. The POPLA ship sailed a month after the rejection of your initial appeal. You are now overthinking this. UKPC will have handed over a long list of unpaid cases for robo-processing in the hope that DCBL can scratch out some money from any motorists they can scare with their silly threats and awful TV reputation. This is not a targeted approach to you. In fact, I would suggest that if UKPC wanted to pursue you through the court they would have done so a long time ago.
This is most likely going nowhere, but you're not going to be able to shake it off either. It will either time out after 6 years, or you're going to have to rely on a Judge making a decision. I think it will be the former than the latter. Please note, we are not a legal advice forum. Agreed, definitely over thinking as I've not been in this position before so trying to get stuff together I guess in preperation should it go to a judge.
As discussed yesterday I've written to the DOP @ UKPC for a SAR and most importantly notifying them of my new address that I moved in to early 2020.
Now its just a waiting game to see how it goes and hope it will be the former that that legalities won't ensue. If it does... prepare for war.
Thanks Umkomaas.

Hi all,I have received final reminder letters from DCBL collections this month on 5 separate PCNs from UKPC dating back to July 2015 and August 2015 all £160 each.
After following advice on here I put in a SAR to DPO at UKPC for all PCNs and have received a response back this morning with pictures and all correspondence relating to just one of the PCNs only.
Do I now have to put in multiple SARs for each of the PCN numbers?
I am yet to receive anything from DCB Legal.
Please could you advise on next steps?0 -
Do I now have to put in multiple SARs for each of the PCN numbers?I would put one email with each of the reference numbers of the missing PCN data, but tell them that you expected all these to be included via your original SAR. Given the time that has elapsed, they have 7 days in which to provide all the information they have about you. Failure to meet the deadline will result in a formal complaint to the ICO. Carry out your threat if they fail. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Plot twist, just received a reply to my SAR from UKPC. It has pics of my car with a ticket on the windscreen from a few angles, however I never actually got the ticket on my windscreen, then a separate close up pic of just a disabled sign posted on a pillar saying disabled parking, however the pics of my car are nowhere near a sign or even a pillar. My question now is, what would be my next course of action?0

UKPC are known for fraudulent activity.

DCBL won't have a clue what is going on ... they just issue robo claims and then wonder why the courts spank them.
You do not owe £160 per ticket ? What rubbish excuse has DCBL said to you about adding a fake £60 on each ticket ?2
